Yes, it looks like a small die break or rim break to me.

I'm not sure this is a rim Cud. It also looks like a very small rolling fold.

I have gone through about a thousand quarters between the years of 2012 and 2013, and I see signifcant amounts of metal that appears to come from the reeded edge and it lands on the coin just about anywhere. Most is more evident on the Washington Bust side of the coin. They look sorta like a half circle.

As for extra metal and damage, it seems to be running wild on the newer quarters. It depends on the design. The most most shrapnel I have seem are on the Hawaii Volcano quarters, those show a LOT of extra metal.

Since its kind of common, I personally don't see any added value on this particular coin.
