Looks like air and or gas bubbles, also looks like it was buried for a while..is that coin non-magnetic, if so its a zinc-er.

It does resemble someone playing around on the spot welder that was the first thing I thought of, but Coins and Canada has 2007 penny listed in mag. and no-mag with no mention of the different alloy's or plating. I assume the no-mag has no mintmark, I don't have any 07 non magnetic, I don't think.
