This 1962 Lincoln Memorial cent has damage along the outer rim on the obverse and reverse. The obverse and reverse are not aligned. The reverse is rotated clockwise ~45 degrees. There appears to be Machine Doubling on the obverse and reverse as well.

Does the edge of the coin appear to be PMD?

Yes. It looks like some kind of pliers may have damaged it.
