Certainly has the "look" and my only resource says there are 10 known RPM's.
But I don't know if this is one of them.

Looks like Machine Doubling to me. Both of the "9's", especially in the outter curl show some sort of damage that heads north and west.
To confirm Machine Doubling, a picture of the entire obverse would be good, or closeups of LIBERTY, and portions of IGWT, like God and Trust.

In any event, I don't see anything significant to call it an RPM. Looks like wear and/or damage to me.

It's hard to tell from this picture (nice for a macro camera), but the shelf-like doubling looks like Machine Doubling. RPM's can have Machine Doubling, but serfs and more rounded doubling indicate a true rpm.

I agree with coop, the scratches are noticeable between the "1" and "9".
