Maybe by "uncirculated" the seller means cleaned to make them shiny like they they were uncirculated.

cleaned = whizzed and polished to a mirror like shine. great for car chrome, not so much for coins

Polished with silver polish and cloth. Must be circulated due to the deep scratches.
