I can't find a listing anywhere for a 1987-D Washington quarter RPM. I am not sure if this is MD or DDD, but it sure looks like a tilted RPM. The top serif took a slight hit so I have no evidence of splits at the top, but I have found some minor wheat RPM's with just a split serif at the bottom or top, so it is plausible. What do you think?

From the top pic, it Looks like there is a split Serif on the lower part of the "D", but man, its tough to tell.
The Bottom of the "D" is thicker, but there isn't much evidence of thickness on the top.
I would think that if the Bottom of the "D" was that thick, the top of the "D" would be a bit thicker.

Its heavily circulated and with any coin, the affected PUP can be riddled with Bag Marks and PMD.
That can throw out any logical explanation, unless the coin wants to tell us different.

Any sites like CONECA list this? Any Die Markers ?

No, none listed for '87-D. The "split" at the bottom & thickness at the bottom are the only signs. I wonder if when they were placing the mm into the die, if the mm punch wasn't perpendicular to the surface of the die, if it could be a deeper punch at the bottom.

It might be a RPM. I don't have a listing for RPMs for quarters. At first I thought it might be damage, but the lower part flows across the bottom edge.
