I think this is a 17, I'm not sure. Also what is wrong with the 9?

The 9 is a die chip.

017 is mentioned in the RPM book as having the die chip in the same location as your coin.
I-Believe-This-Is-A-1960-RPM-13-D/D-Lincoln.
On the 019 there is a hook on the lower loop of the 9:
I-Believe-This-Is-A-1960-RPM-13-D/D-Lincoln.
It is at the upper corner of the mint mark (West) across to the 9.
