I am not sure if that is a struck through error or PMD where a staple was pressed onto a dime

This is a tough one. I am looking at the rim in the affected area and there appears to be raised damage there as well. It appears to carry over onto the devices, all the way to the middle of the "E" in "STATES". The other die crack, if you will goes from the rim through the "S" in STATES.

I agree, it could be a combination of things. One, the coin originally had those two sole die cracks if you will, then the person putting the coin into the mylar hammers a staple into the poor coin and then its tossed back into circulation. Later in life the coin adds some oily residue.

If that's a staple mark, than who ever was staplin' definitely was distracted, sneezing or had bad vision !

Appears to be glue there to me also. Soak it in acetone for a few minutes.
