when I looked at PCGS photograde F-12 grade this coin has better details by far.

this looks like a weak strike and not all you see is from circulation wear. this is a little odd for 38's as in general they are strong strikes. looks VF25 to me, however, the digs most likely would pull a details grade. I think $14 is good price

i have seen some 1838s with strong strikes and a few that looked like this one.

VF25 with details grade likely due to the rim nicks. So basically with panzaldi above.
