1981 Canada Cent - Probably PMD But What Say Ye

Came among a large collection I purchased a while back. 99% sure it's PMD of some time, but worth posting just in case. What do you guys think? And if it's PMD, what was done to it?

Specs:
weight 2.11 grams
diameter 17.4 mm
thickness (of the rim) 1.6 mm

Regular specs for a 1981 cent: 2.8 grams, 19 mm, 1.38 mm thick
