Either a weak strike or there is wear on the eagles feathers. Could be MS but one I sent in like this came back AU58.

bit marked up on the obverse relief but I do not know the grading all that well on these so I will guess MS60

Impossible to tell from photos for sure. But my thoughts are AU55/58 considering the nicks/marks all over Liberty's dress and and what appear to be worn eagle breast feathers and leg feathers. $20 seems about right.
