It's hard to tell how bad the nicks on the neck and jaw are, but I'll try MS64.

There's an annoying reflection on the obverse side that makes it very difficult to grade but I'll say ms64.

MS-64 in my opinion, ICCS, MS-63.

Most of you were right, ICCS grade ms64. Any clue what would have made it 64 and not 65? Is it the nicks on the neck/jaw? Because other than I really don't see anything else.

I'm still figuring out ICCS "Canadian" grading standards, but I suspect it's close to the J&M Coin version ( https://www.jandm.com/grading.htm): 64/65 is "...No marks of any kind, full deep strike" so I suppose you caught a break on the jaw/neck nicks. 66/67 is "A wonder coin, probably without peer in existence. Coins like this are beyond rare" so 68-70 doesn't even exist. :)

Marks on neck, lower jaw and to th right of the eye.
MS64 by ICCS seems right as they would never give a 65 with those marks, especially for the very common 1945 year.
