I just cut this out of a UNC P&D set I bought.

The date on this is somewhat missing, the "7".

Is this an error?

Looks like a small grease-filled die error. Good news, this quarter is worth exactly 50 cents. Just kidding!

what the scan doesn't show, is that the 7 fades off to nothing really fast. Also the 9 fades as well. Starts out as a full strike then gets smaller and smaller (height wise).

I am actually surprised how many marks are on this coin, coming from the mint in an UNC set.

Must have been bounced around in a bag for awhile before it was pulled out and shoved in a plastic bag.

I bought the 1999 mint sets years ago and thought the same thing about the marks on the coins. But they are regular coin run and put into the sets. Nothing special as far a handling like you expect from a proof set. They are what they are.
