Those chips on the left edge at about 930-10 o'clock have me worried.

it also looks cleaned to me

so we have VF20 details rim damage and cleaned

I agree with the others. I would also be worried that an S mint mark may have been removed. If it is a Philadelphia coin, it would still have some value despite the condition.

The detail should make VF20 and it is a valuable coin even damaged as it is. Assuming it is a genuine 1928 dollar, it is a $150 coin easy.
