It's a specimen coin and due to the nature of specimens, it would need to be seen in person to grade. Looks nice though.

Looks like a high grade proof to me,

Haven't bought from that seller for a while, but when I did all of their coins were directly from proof sets. Great seller that I would recommend. Great coin for a lower mintage date!
