It looks like it may have been struck through a die cap that was deteriorating.  Here is one that was also turning after a few strikes.  That would explain on your coin you have some areas with what appears as ripples at the edge of the devices. But not sure of this theory. Mike Diamond would be able to nail it down more. Did you clean it for the obverse complete image? It helped to see what was going on with it.

I was going to say it kinda looks like a Die Cap...I saw the strong reverse strike and the soft mushy looking obverse strike....Guess I was kinda right. Cool Coin
