This is an off center coin if each side is like that but if only one coin is like that than its a mix aligned die.

Amazing to see how a coin like this still remained in circulation. But judging that it still looks at least XF+, it must been accidently released recently.

It is worth Something, no doubt there someone with more Knowledge could give you a figure. That is one heck of an error, never seen it so extreme on a $2 coin before!  Excellent find  jpl.. PS, Would this coin be more of a BroadStrike in this case? As it is more pronounced than a slight OffCenter Strike!
