NO.
The practice for the Royal Australian Mint for business strikes was to use chrome plated or nitrided steel dies to harden them. The result is that coins struck from new dies, for issue into general circulation, quite often had proof like fields.

I suspect the same for the RCM. Their operating practices are very similar.

No. All Canadian 5-cent circulation issues after 1921 were non-silver.

As a general rule, for Canadian currency you can just use a magnet. Magnetic = not silver.
