After searching for about an hour, I've decided to go the easy way and come here. The text, "NOT ONE CENT" is common enough, but the obverse seems rather unique.

Whew. When I came back to look for this thread I thought maybe I'd violated some rule by offering you that Vietnamese coin. I was going to just send it gratis since it cost me nothing. My daughter spent 7 months in SE Asia earlier this year and brought back a bunch of miscellaneous coins she bought for a pittance at an open air market. That was the only 1968 one in the bunch.
I was not an issue with offering the coin. There is a section for Identification: Unidentified Coins, Medals, and Tokens and after they are identified we try to move them if they fit somewhere specifically. Then experts in that field might give opinions or ask further questions.
