I'd grade this one around EF40-45--nice strike! I would not try to remove the crud, it's part of the 'history' of the coin. If you dissolved it away, there might be brighter patches of metal that would scream "cleaned!"
You can probably remove the gunk, but you'll regret doing it. Under the gunk is a surface uncolored by time like the rest of the coin, so the result will be an obviously-cleaned coin with bright patches.
