Looks like the DDR to me. I'd call it "fine" and it would probably sell in the 25-30$ range.

I see some form of Doubling but really need closer pictures to confirm what type of doubling you have.

Nice find ... your last photo confirms for me that this is indeed the elusive 1939 Jefferson DDR.  I've never found one (yet) after 304,000 Jefferson searched ... your find gives me hope. David
