Is this a partial brockage? Or something else? It looks like it was struck while the previously struck coin had not fully vacated the premises.

Yes, struck with another, previously struck coin overlapping this planchet. These are also called indent strikes. These errors are really cool, when you find the matching error coin.

Cool. Thanks for the info. I figured they had some special name I'd never heard of before :)

Any idea on the value? I'd guess in the $40-60 range?

I'd say about half your guess, given the circular coin roll scratches on the reverse.

Plus, of all the Canadian denominations, modern errors in the 10-cent series garners the least amount of demand (and price).

It's a partial brockage since a struck coin was responsible. When a planchet is responsible, it's called an "indent", at least in the United States.
