I bough uncirculared liberatads that had excessive bag marks, and philharmonics with milk spots. Are these problems greater for certain mints? And are some mints known for other problems? I may have just gotten a bad group of coins, but I stopped buying from the dealer who sent them out.

India only has four mints (although contracts go all over the world: I have Indian coins made in Ottawa, Daegu, and Moscow), but it is the second most populated country in the world, so we have a case here of quantity over quality. Full strikes are rare - Cuds, die cracks, etc. are all very common. One CCF member has an Indian coin that got stuck in the machine and was struck over 100 times...

I collect both Libertads and Philharmonics and have never gotten either with bag marks or milk spots.
I think your dealer is buying impaired "seconds" and selling them as something other than just bullion, which in that condition, is all they are.
That has to do with your dealer, nothing to do with either mint. Both of which are two of the oldest and most outstanding world mints.

As an opposing perspective, I'm currently in Thailand and amazed at the quality of the coins for a supposedly "developing" country. These were randomly pulled from circulation. (1, 2, 5 and 10 baht)

There's this big important country between Mexico and Canada whose one cent coin struck at its mints which are covered with black spots ( and they seem not to care)

I collect Canadian Maples and never had any with milk spots. Canadian Maples are also the purest in the world at .9999

It took a few months for the pennies to disapear from circulation completely. They do remain legal tender, but haven't seen any in close to a year.

Our government makes them only to give people something to complain about so they stop bugging the government so called workers.  As to your question about Mints. Mints are places where people work. People are people and they make lots of errors all the time. Just human nature.

Border towns still see the penny in Ontario due to the U.S. influx. I Keep all I get. Getting back to mints. It used to be that Winnipeg made more errors than Ottawa at one time. Could be because of volume. I don't think it's an issue any longer and all I remember is Canada.

I have not had any issues with any Canadian silver coins (2012's & 2013's), same with Mexico (2009-2013). I bought a Philharmonic (2013) and it does have milk spots along the rim of the coin. 2013 was the first year I bought some Britannia's due to The Royal Mint raised the fineness of these coins to .999 Ag. No spotting issues with these either.
