What is the purpose of that type of holder for a coin?

I think it may instil some confidence into a buyer that the coin is legit and that it is of a certain grade.

Granted this may not be a top TPG but to a novice buyer it may look legit enough to convince them what they're buying and what the condition is.

It's a sample of their holders.
Many TPGs issue samples for their PR and salespersons.I was kind of wondering if anyone had any ICCS or CCCS sample slabs,or knew if they were non-existant.

If it is a genuine initial prototype, then it has some collectibility due to rarity.

A sample, you would think, is made in any quantity needed to fulfill its purpose. So, they would only be mildly scarce.
