A one dollar coin will say $1.00 but bullion will only have fineness and troy oz (which should be 31.1 grams per oz )

These are neither coins nor bullion. They're all fake. Weigh them and you'll find they come nowhere near the 1 troy ounce (31.1 grams) they claim to weigh.
The album you've found these in is an album of Chinese-made fakes, I'm afraid.

I wouldn't write them off just yet, have you weighed them ? They definitely are not U.S. Dollars, but they could still be silver rounds, I don't think that anyone can definitively tell you they are fake just from the pictures you provided.

Ouch... Maybe it's just the red background. Photos in blue backgrounds are good.
