Mint marks were added to the master dies in 1990 so that ended the beloved Re-punched MM.Your coin is suffering from split plating around the MM exposing the zinc core

Jasper has it correct. RPMs can't happen after 1990. If the mint mark is doubled, then it might be a doubled die instead of a RPM. The strike must have been very strong. There is probably more evidence of split plating on the coin? But not extra value for split plating.
