Some countries use a Buddhist calendar that's a few years ahead of ours. Also, those "9" symbols actually mean "1", giving us 2011 - which is 1954 in our calendar. Your coin is from Nepal, but I am unsure on whether it is 50 paisa or 1 rupee:

In other words: The figures that look like "2099" are indeed the date, but this date is written using Nepali numerals and is a date in the Nepali Vikramasamvat calendar.
