I don't agree that it's a die chip -- but it's a close cousin.
I think it's Mint damage; some employee accidentally nicked the die.
REASON: A die chip would have merged with the "S" but this appears to be unattached to the "S".

I agree with a die chip.
Dies are hardened and not soft. You will not put a small nick on a die and push up metal.
