Odd $5 Bill - Too Much Ink?

I bought a scanner yesterday and amazingly enough the same day I received this bill in change. There are several odd things about this wash effect.

---Front of Note---

Odd-$5-Bill---Too-Much-Ink?

1) Notice the white spaces on the right side. They perfectly line up with the facial features of the watermark.

2) If you shine a light to expose the watermark you'll see that it is much thicker than what is on a normal bill. In fact, you can't even see any detail of a left eye. It's just a big blob.

1) It almost looks like a pattern, especially on the left where you can see the dotted line.

2) Near this dotted line you'll see what looks like an '0' followed by other characters. That is in fact the B and the rest of the serial numbers.

3) You'll also see near this area that it looks like there's a face to the left of the Lincoln Memorial. (A security feature?) There's also a slight one on the right side but you can't see it in the scan.

4) Also, look at the way the wash avoids where the security tag is.

Maybe in a bag of stolen money when the ink packet blew up.

I showed it to one of my local dealers and he said he's seen these types of bills before. He thinks it's a test bill which they run after cleaning the plates. These bills should have been destroyed and replaced with star notes. But this one somehow slipped through. I wish I could find someone to confirm this. Because if it is true then it might be worth certifying.

What do the big services charge for authentication? I know PCGS does notes, and they probably charge the same as they do for coins. But what does PMG(?) charge if anything.

I would probably do some kind of google search for a little while to see if there's any value to the note to begin with. Just because they were supposed to be destroyed doesn't mean there is a premium, which you already know. Not trying to play devils advocate. If you don't find anything out today during the day I will look around tonight when I get home in my books to see if there is any mention of this. Could be a pretty cool find.

Did you taste it to make sure it wasn't coffee?

In Canada I go thru a dealer to submit my notes but depending where you are (ie the States) it might be easier. IT runs me abou 35 CDN dollars plus the shipping.
Unless there is a specific range of test notes it is unlikely that the TPG will describe this on the slab.
Check it out before spending any money
Did the dealer offer you anything for it?
That would be some indication of potential worth?

In Canada most test notes can be determined by prefix, serial number, print date and signatures. Not sure how they do it in the US
