It was struck like that The devices are rounded over. Same size as a normal cent?

Yes same size. Looks like its blurrier in the middle and get clearer toward the outsides by the rim/rail.

I have one like this and it is from the same year. I will try to find it again. Hopefully I am wrong about them being Dryer Coins and it really is some kind of error.

All the Dryer Coins I've seen are a product of a million dings, I don't see that on this coin. IMO

Wouldn't the edge show just as much wear as the faces if it were a Dryer Coin? The edge looks normal to me.

I notice the edge is sitting on top of USA on the reverse which means it was rolled by the dryer. imo

I'm going to blame it on the lighting.. my first impression was Dryer Coin but I couldnt see all the little dings due to circulation wear I guess.
