I know there has been a few 2007 Error Quarters found before. Is this something? See upper left of hat.

This looks like a die chips. I see the same thing on the bottom loop of the 8.

If you have the actual coin in hand, it's easier to see that they are normal wear, contact marks. And what are die chips?

Part of the die chipped away and now the void is filled with un-shaped material. That is what you are seeing on the hat and the lower loop of the 8. This happens often on the newer dies. They keep on using them though.

Looks like it cam from the same die pair. Note the chipping in side the 8 is thickening the bottom loop. The second one was probably struck before your first example. I bet if you took a look at markers for the two coins, you would find the same die scratches matching on the same coins?
