Most Peace dollars especially the early years were weakly struck.It's hard to find one with a lot of detail

To me I not seeing the word "WE" other then the left side of the "W" and the top right of the 9 in the date seems to be missing also.

I zoomed way in and it looks like unfinished cement, I vote fake too.

The eagle doesn't look right. It looks like Sam Eagle from the Muppets.

It is obviously a cast fake but it does look like it might be silver. I would try to the tissue test and see if it is silver. If so it might have been made long ago when silver was cheap and teh 1921 started to gain interest.
