I figure its either Japanese or Chinese,but unsure whether its a token or coin,it is silver if that helps

I don't think it is a coin but a medal. Japanese, Meiji 21 Yr.

Monarchy Japanese Red Cross Society, dated Meiji 21 (1888),struck in Cupro Nickel,this one is in silver,will keep looking,thanks for the hint Wonghinghi

Correct, it's a Japanese Red Cross medal. They are still awarded with exactly the same design. Older ones are silver; more recently, they've made them of aluminium. Similar medals have been posted here before: old thread, another old thread.
