Probably a slightly weak strike.
Need lots of striking effort for a .800 fine silver dollar sized coin; the alloy is a little harder, the area larger.
It is sometimes easier to lower the striking pressure a bit to preserve die life, and to increase the maintenance interval on the press.
Even the later strapped version of the Gillick bust can sometimes be a little bit soft in detail in the area of Lizzie's hair.
Those dings in front of Lizzie's nose and shoulder don't help. 'ELI' and other letters dinged a bit.
A tad low on lustre from these pictures.
I am thinking MS61 or 2.
