First off,

Now unfortunately, I believe your note is only worth the paper it is printed on.

If my understanding of the printing process is correct, the Treasury Seal, along with the serial numbers and district letter, are all part of what is known as the "third print". Meaning all of those features are printed together separately after the front and back design are impressed.

That the treasury seal remains on this note is evidence that the serials and district letter have been bleached off or otherwise removed via some chemical process by a third party, as opposed to being the product of a misprint at the printing facility.

Not a genuine BEP error. Only worth a dollar.

A genuine missing 3rd printing would not have the green treasury seal.

How can you remove the print ink?

...and why would someone go to the trouble?
