Is there relief or is that more like a stain? Just affecting the obverse field or is the bust affected?

It is a shallow die clash. Nice. The reverse looks like it was replaced after the clash. Here is what you are seeing:

I have found a lot of smaller clashes, but I have not found one like your yet. They call them "jail house cents," because it looks like Lincoln is behind bars.
