1869 Half Penny - Is That A Hole Or What?

I came across this high grade 1869 Half Penny. It looks like there is a hole in the coin above Victoria's head, but there's no hole on the reverse. Am I seeing things or what's going on? Opinions are most welcome. I'm confused about this.

Holed & plugged (by the looks of it), and photographed in such a way as to hide it. Very dishonest on the seller's part.
