I believe this is a SB Blunt5 variety that I would grade in the MS63 range but it has a different finish on the obverse bust. It almost looks cameo but I find no reference to cameo for this coin. Bought with a lot of coins sold as BU

looks like it is from a PL set or a fresh die.

Light can be deceiving, but I also think this is a PL set coin.

Yes.. looks like coin was from a PL set by the look of the fields.

So the older PL sets were cameo?

They weren't cameo by default, but cameos are quite common, some years more so than others.
"Dipping" is not considered cleaning...
