So I was coin roll hunting and found a 2013 silver penny as in it is bright silver almost a chrome color, what is this I've never even heard seen or came across a coin like this before. anyone know about what this could be?

It's probably plated.

While it is likely plated, there is a possibility that it missed the original copper plating and would thus be a mint error. The only way to tell for sure would be to see photos of the coin in question, though.

We will need much better photos to tell.

Could be plated
Could have had the copper stripped off
Could be an error

If you had a accurate scale you could weigh it. If heavier than should be, probably plated. If Lighter, probably had the outer plating of Copper removed or made without it. If no scale, make one. Take a popsicled stick and ballance it on a pencil. Place another penny of the same date on the far end and yours on the other end of the stick. Not the most accurate method but usually works.
