It looks like the coin may have at one time had a filled "9" of the date. Even so, it wouldn't matter much as the damage to the coin has rendered this coin pretty much undesireable or at best a minimal collectible. Its copper, thats a plus.
Its nearly impossible to tell, after 68 years of circulation, what happened to the coin.
The only way you could prove that a coin like this was made by the mint would be for it to be MS-65 or so, pulled directly from a mint bag or mint set. Otherwise circulated coins will suffer damage as they are circulated. Circulated coins that are damaged are constantly being scrutinized as potentially collectible which they are not. For circulated coins, a simple question should be asked - could this type of damage have happened outside the mint? The answer 99% of the time will be yes.
It is clear that this coin suffers from post mint damage (
PMD). Exactly what happened to it, who knows.
If the affected areas are around the rim where the coin is elevated, like on the date, Lincoln's Coat, LIBERTY and slightly on IGWT, then it might have been done by a coin counting machine.
