You can tell almost immediately it looks like a "re-plated" cent. You can get a set of 3 (P,D,S mints) of these "re-processed" war cents in a neat little case that says 1943 P D S war time steel pennies for around $5 for the set. Novelty stores and small coin shops sell the sets.
They look uncirculated and cool to look at but outside of their value as novelties or curiousities they don't really have any true value to coin collectors, because technically they have been "altered" to look new. I bought a set once from a coin shop for like $4, at least he was honest enough to label them as a "reprocessed" coin set.
Here's a link to a photo of one of my 1943 original uncirculated cents that I posted in another thread. Notice it has luster but does not have the chrome mirrored finish that the reprocessed cents have. But more of a grey color.
