After 1970 all proof coins were struck to be cameo.those coins seem to be very handled which is very hard on the cameo surface.. If you look up pcgs 69dcam on ebay you will see numerous examples of them..they are standard pre 1970 cameo coins are challenging to locate even in proof sets..those are highly sought after
Yes, I agree with the others. They are deep cameo/ ultra cameo. You can identify a "Cameo" on a proof coin by the contrast between the frosted devices (designs) and the mirrorlike fields. There is something called "Prooflike" for business strike coins that exhibit the "Cameo" effect.
