I don't really know how to grade proofs so could anyone give me a grade on this one?

PR67/68? Those specs on the reverse hold it back, unless it's dust or something else.

Well, it's not PR70. The grades don't really matter too much for moderns
Edit: grades do not determine much value for modern raw proof coins*

The specs are not on the coin so I have no idea why they showed up in the pic. These are the best I can do as it is very hard for me to take pics of proof coins.
