It may be the glare of the light on the coin but, it looks like it may have been buffed at one time.

I was thinking it has had some sort of cleaning in its life. The fields around the portrait are pretty bare while there is a border of toning/dirt around everything else that suggests the fields might have been cleaned off.

You can find a much better example of this coin at any coin show for 20.00 or so, easy date for nice exampless.
