What is going on above liberty's head? It looks like there was an old scratch somebody painted over. And then on the rims at 2oclock and 4oclock, it looks like black paint has chipped off revealing a lighter color underneath. I am with TJ on the recoloring, AU details otherwise.

I have no idea what is above her head. I bought this with a lot of "gunk" on it and soaked it in acetone for awhile. It wasn't til after the soak that all those cheetah spots came out. I'm kinda starting to like the look of it though.
