The is excessive die wear. It happened on a lot of the 1950's cents as they over used the dies on the wheat cents of that decade. On your coin you can see a die crack on the left wheat ear and die chips on the right wheat ear. Just more evidence of the die being over used.

Agreed. This coin would be referred to as a PMD or a POOR MANS DOUBLED DIE
