I don't think its wear, I think it is a weak struck coin.

Yup, slightly weak strike. High points look kinda flat. TS is barely struck up, the photo makes it look better than in hand. The A in AD is also almost gone. If you look at the Union Jack at an angle, the background looks very shallow. Small details sort of look a bit wider too.

Do these coins actually circulate? This was someone's dump from the bank, and I can tell they've changed hands several times.

Fifty cent silver coins circulated in BC when I was a young boy, by the time they introduced the smaller sized nickel coins in mid 1968, very little to none. The nickel halves were very unpopular and seldom seem in change.

Why does weak strike mean no good?

Looks like debasing coins make them unpopular, especially if you can cover with it using 2 common smaller denomination fast.
