1996 Washington Quarter, Unique Finish? Perhaps Matte?

Hello there folks!
The 1996 Coin on the right is the coin in question. The other is just for comparison.
This coin weighs 5.6_g. My scale doesn't go to hundredths.

Has anyone seen this particular finish on a coin? I have seen two like this but I'm not quite sure what the finish is exactly. Maybe matte?

Just thinking out loud: Sand blasted to remove the clad layer? Is the color true to the coin,your pics look like the white balance is a bit off.

I'd say the coin's appearance is due to environmental damage, probably exposed to an acidic or otherwise corrosive agent.

I will change the wb and post again. The detail hasn't been compromised. It almost looks Teflon coated. Thanks for your input !
