I know these can be fudged, including Blakesley effect, but I'll take the bait here, and say that it is an authentic clip. I also notice that the hole is punched slightly off center, but that is a quite common occurrence for these.
The eccentricity of the hole is something like 220 degrees out of phase with the clip, indicating the the hole was punched after the coin was blanked.
These coins were struck at the Melbourne Mint, closed just before the introduction of decimal currency into Australia.
Only a small clip in this case, and probably only carries a small value premium over a '38 shilling of equivalent condition.
I have all four dates of the NG silver shilling, but this is the first clip I have seen of these.
