I have a 2003 WP. My coin album shows no place for it. But my album shows 2003 P. Is there a 2003 P 50 cent piece available too for that year?

Yes there is 2003p. Both the 2003wp and 2003p were issued in collector sets only, none for circulation.
"Dipping" is not considered cleaning...

According to Charlton there are both the 2003P and the 2003WP. Both were only issued in sets and not for circulation.

I got the WP because a good friend gave me the whole set with many WPs although I believe the Toonie and Loonie just had a W.
That must mean that the 50 cent 2003P comes from a different set as there was only one 50 cent coin in my year set - the one with the WP. Is one coin rarer than the other? (P vs WP).

Yes, the P indicates Plated Steel which is not applicable to the loonie and toonie.

The WP is a bit more sought after due to its uniqueness as being the only time WP was used but neither are particularly rare. According to Charlton the 2003P come from the regular, Oh! Canada! and Tiny Treasures sets mintages 94,126, 61,146 and 43,197 respectively and the 2003WP come from the Special Edition (new effigy) set mintage 71,142.

2003P 50c MS65 NC $10, MS66 NC $20, MS67 NC $25
2003WP 50c MS65 NC $15, MS66 NC $30, MS67 NC $40
